State and urban welfare in India: A study of housing for the urban poor under jaga mission, Odisha: A systematic review

Abstract: Welfare politics refers to the political strategies, policies, and discussions surrounding social welfare programs and providing assistance for the vulnerable section of society. These programs are designed to support people experiencing economic hardship, unemployment, poverty, disability, or other forms of disadvantage. Despite significant research efforts, the issue of supplying affordable housing for the urban poor continues to be a complex global challenge. Addressing this challenge requires a comprehensive investigation into the various factors that contribute to the supply of affordable housing. Jaga Mission is Odisha's flagship welfare scheme government for the “slum up-gradation and delisting initiative”. In May 2018, the project switched to a Mission Mode. It was launched by the Hon’ble Chief Minister to bring about the transformation of 2019 identified slums into liveable habitats with the provisioning of basic infrastructures and services. The program aims to integrate informal settlements into the mainstream city fabric by upgrading slums and addressing primary urban inequalities. A policy-oriented systematic review of the literature was conducted to assess the focus of urban welfare policies on slum upgradation and housing for the urban poor in India, particularly in Odisha. The study's framework emphasizes adequate and affordable housing supply along with a slum upgradation approach, making it useful for future research.
