Role of financial committees in budgetary oversight

Abstract: Financial committees are the instrument of parliamentary control over functioning of administration. Financial committee are important in ensuring, tranparancy, accountabilitbility and efficiency. It helps legislature to discharge it’s function efficiently. In the modern times legislative business became more complex. Through the budgetary oversight, financial committees help the legislature to discharge it’s function properly and fulfil the aspirations of the people. Parliament of India and all state legislature have committee system. This study explores the functioning of key financial standing committees such as Public Account Committee (PAC), Estimates committee and Committee on Public Undertakings (COPU) as an instrument of legislative scrutiny over executive performance.
