An appraisal of the public procurement process in Nigeria: A case study of the public procurement act, 2007

Abstract: Public procurement captures a greater percentage of annual budgets of developing countries. The impact of public expenditure in the economy is huge, apart from provision of needed infrastructural development it also create employment for the citizens. There is no other sector including multinational organizations that can equate with public procurement expenditure. The socio-economic and governance impact of public procurement is phenomenal. The study appraises the legislative framework that guides public procurement processes at the federal tier of Nigerian government. Data were collected from secondary sources such as books, government gazettes, act of parliament and relevant journals. Qualitative analysis was employed based on institution theory. While it is established that progress is being made in entrenching a more transparent and accountable system, the paper recommends that the National Council on Public Procurement, an integral part of the Act; be inaugurated as failure to do so seemingly amount to breach of the law. In the same vein, amendments should be made to align with post-COVID era and intensive capacity building be carried out to ensure professionalism in the procurement sector.
