Gender-responsive budgeting and women’s socio-economic empowerment in Sub-Saharan Africa: A comparative study of Nigeria, Rwanda, and South Africa

Abstract: In Sub-Saharan Africa, where there are significant differences between men and women, gender-responsive budgeting (GRB) has become very important for improving women’s standings. GRB in Nigeria, Rwanda, and South Africa is compared in this research since the three countries differ in politics, institutions, and finances. Under the guidance of feminist politics and gender and development, the study analyses the way GRB strategies have improved indicators such as education, health, employment, and involvement in political activities. The study employed a qualitative comparative case study design, reviewing peer-reviewed studies, policy documents, and grey literature published between 2015 and 2025, guided by clearly defined inclusion criteria and quality appraisal using the CASP tool. Using a combination of thematic analysis and a narrative synthesis, the study found that Rwanda is ahead in establishing GRB institutions because of the government’s strong commitment and involvement in national development planning. Although South Africa has designed good policies, the country still has issues with execution and capabilities. The findings further revealed that there is still a lot to improve in Nigeria, as management of GRB remains mainly dependent on outside help and is not carried out consistently. The study concludes that GRB succeeds when efforts are made by the government, different organisations, the use of sex-based data, and the involvement of NGOs. Key policy recommendations are to include GRB in national laws, increase the effectiveness of monitoring, carry out GRB procedures more locally, and support the sharing of information between regions.
