The research highlights how public administration functions as an instrument for policy implementation, societal development, and economic progress. It details the objectives of public administration, including promoting social justice, economic development, and citizen participation, especially within a socialist framework like India. The material and methods involve a comprehensive review of classical and contemporary literature, analyzing diverse theoretical perspectives, and examining the practical implications of administrative functions in social and economic contexts. Results indicate that public administration's significance has grown with societal complexity, requiring efficient, transparent, and participatory systems to meet rising public demands.
