Theoretical background of electoral reforms: A ‘one nation one election’ perspective

Abstract: India is known as a
constitutional democracy due to regular, free, fair and transparent election
process. The Constitution makers of India outlined a comprehensive and vibrant electoral
system for the elections at various levels of government because electoral
system is closely related to the democratic values, federal structure and party
system of a country. India is huge democracy consisting of approximately 18%
population of the world and its political system is perennially in an election mode.
Since, the provisions of the code of conduct during election, paralyses
the policy making and administrative and developmental activities in concerned
areas. For the saving of election cost and time the adoption of simultaneous or
synchronizes elections process are demanded by the stakeholders. The simultaneous
elections are held in various countries of the world. Like Sweden, Indonesia,
Germany, South Africa etc. The notion of ‘One Nation, One Election’ (ONOE)
gained traction in Hon’ble Prime Minister Narendra Modi led NDA government,
while it not new notion. The paper outlined the theoretical background of
the electoral reforms in the context of the idea of ONOE. This paper seeks to
analyse the emergent challenges due to adoption of the notion of ONOE in the
context of the Indian democracy and also tries to give some relevant
suggestions for the same. The paper is basically theoretical, descriptive and
analytical in nature. This paper uses both primary and secondary data to
develop the theoretical framework and practical illustrations.
