AI cocktailed support of Haiti on multilateral mission by Kenya hits diplomatic hurdle

Abstract: It was a logistical nightmare for the Kenyan-led Multilateral Security Support (MSS) mission. This research is geared towards the significance of integrating AI in contemporary multilateral operations that include security, like the Kenyan-led mission in Haiti. With sparse usage of AI, Kenya was behind the curve on its diplomatic and strategic blunders from day one. This article contends that it is no longer a matter of choice for AI applications to be combined as they play an instrumental role in avoiding such diplomatic blunders and risk management at the operational and political levels of the mission. It drew on the concepts of institutional technological, socio-technology, and Just War theories to interpret AI's incorporation into security. The research was based on a qualitative case study (Creswell & Poth, 2018) [51] and its focus was conducting an analysis of AI inclusion in security operations, such as were conducted in Kenya Led Haiti. Comparative analysis of other missions, Kenya in Somalia, DRC, and Mali drones in the UN security support mission was also reviewed. With minimal or no AI deployment in the Kenyan MSS mission in Haiti, then the mission was not successful in its obligation, and hence it can be labeled as reactively uninformed to heavy domestic and international protests on matters of: casualties at Kenyan police forces, human rights infringement, diplomatic shortcomings, illegal and un-crafted undertakings. As much as it is a fact that Kenya has led successful security/peace operations in the past, modern warfare is complex, and therefore, injecting AI in such missions will be crucial. Had the Kenyan MSS mission been integrated with AI and ethical considerations, it would have been better diplomatically.
