New initiatives by the election commission of India in Bihar Vidhan Sabha elections 2025

Abstract: The Bihar Vidhan Sabha Elections of 2025 marked a significant phase in India’s electoral history, reflecting a series of novel initiatives by the Election Commission of India (ECI) aimed at enhancing accessibility, transparency, efficiency, and voter convenience. The ECI introduced 17 major reforms—many first implemented in Bihar—designed to reduce voter congestion, streamline administrative procedures, strengthen transparency, and modernize electoral infrastructure. These initiatives range from technological improvements such as the introduction of colour candidate photos on EVMs and a unified digital platform (ECINet), to voter service enhancements like mobile phone deposit facilities and improved voter information slips. This paper examines these new measures, situates them in the broader context of electoral reforms, and discusses their implications for future elections across India.
