One Nation, One Election in India: Politics and Economics of Voter Behaviour, Polarization, and Fiscal-Governance Effects

Abstract: This review synthesizes political and economic evidence on India’s proposal for simultaneous elections—popularly termed One Nation, One Election (ONOE)—with a focus on voter behaviour, coattail effects, political polarization, fiscal costs, and governance disruptions associated with frequent polls. Policy blueprints from NITI Aayog, the Law Commission, and the 2024 High‑Level Committee (HLC) outline phased synchronization of Lok Sabha and State Assembly elections, followed by local bodies within 100 days, alongside constitutional and administrative changes to enable implementation at scale. Empirical work on synchronized elections indicates strengthened party salience and reduced split‑ticket voting, while polarization research warns of nationalized narratives crowding out state‑specific issues if safeguards are weak. Economic claims emphasize reduced recurring logistics and Model Code of Conduct disruptions, though independent expenditure tracking stresses the magnitude and composition of election spending and the need to separate state costs from party outlays. The article closes with a balanced assessment of benefits, risks, and a research‑policy agenda to design guardrails that preserve federal pluralism while capturing efficiency gains.pib+7.
