Women Empowerment in Panchayati Raj Institutions of Himachal Pradesh

Abstract: Panchayats have been the spines of Indian villages since the birth of set down history. Gandhiji's dream of every village being a republic has been translated into reality with the introduction of three tiers Panchayati Raj System to enlist people’s participation in rural reconstruction. 24th April 1994 is a landmark day in the history of Panchayati Raj in India as on this day the Constitution 73rd Amendment Act, 1992 came into force to provide constitutional status to the Panchayati Raj Institutions. The women's participation in the Panchayati Raj System in Himachal Pradesh is an important discussion. In India's post-independence women have achieved an unprecedented political breakthrough with the reservation of seats in the Panchayats and other public bodies. The 73rd Constitutional Amendment Act 1993 mandating at least 1/3rd of the seat reservation for women is an important landmark in the history of Indian women's participation in the formation of democratic institutions at the grass root level; it also provides political space to the society like Scheduled Castes, Scheduled Tribes, and women. In this context, in the Indian state of Himachal Pradesh, the Panchayat (Amendment) Act, 2011 giving 50% reservation for women in Panchayats has been a landmark achievement. The furthermore it is observed that the existence of women in Panchayat bodies is entirely impressive as contrast to the state Legislature. This paper examines the participation of women particularly the women of Himachal Pradesh.
