Abstract: The freedom of speech is the matrix, the indispensable condition of nearly every other form of freedom, it is the well spring of civilization and without it liberty of thought would shrivel. Public decency and morality is outside the purview of the protection of free speech and expression and thus a balance should be maintained between freedoms of speech and expression and public decency and morality.
